I am flying with Delta airlines to the USA.  I am bringing a pet cat for a friend who is moving home to the USA when I go to visit in 1 month.
I have a number of questions I would really appreciate some help with as there seems to be conflicting information in the different places we look.

1.  I have been told by the airline that the maximum dimensions of the carry-on for a pet are 12inches * 14inches * 9inches.  Is this correct? 
2.  Where can I buy a pet carrier from in Thailand that will be allowed by Delta (they can&#039;t seem to tell me).
3.  I will be bringing the cat to Portland, Oregon in the USA.  Do I need an import permit for this cat?  If yes, where can I get one from?
4.  I have read that I need to bring the cat to get a health certificate at the airport 3 days before departure.  Is this correct?  Can I get a vet here in Rayong where the cat lives to issue this certificate instead?
5. Do I need an export permit for the cat to leave Thailand?
6. Does the cat need a micro-chip?  If yes, where can I get this done?
7. I have read that I need an application form 1/1.  Where do I get this from?

Sorry for all these questions, and I apologise if they have been asked before, but everywhere I look there are different bits of information.#
